李忠盛，现为中国美术家协会会员，中国国家画院“新中国美术家系列”入选画家，民盟中央美术院理事，澳中水墨画家联盟名誉主席，澳大利亚画院艺术顾问，民盟中央美术院青海分院副院长，青海省雪域山水画研究院院长，中访网青海书画研究院院长，青海师范大学美术学院硕士生导师，青海民族大学客座教授，杭州李忠盛美术馆馆长，民盟西宁书画院院长，西宁市美术家协会副主席
山水画作品二十七次入选中国文化部、中国美术家协会、中国国家画院主办的全国展览。2015被《中国艺术品投资导报》评为最具艺术品投资价值的山水画家。西宁市政协9、10、11、12、13届委员会委员。山水画作品被省、市政府代表团出访作为礼品画，在《美术》、《人民日报》、《中国拍卖》、《中国艺苑》等报刊杂志发表。在山东、江苏、青海、澳大利亚举办个展。被联合国总部、民盟中央委员会、青海省委、中国文联、中艺财富、恭王府、澳洲中国美术馆、北海舰队西宁舰、广东美术馆、厦门博物馆、仪征博物馆、成都画院、太原画院、海口画院、宁波画院、香港汉荣书局、青海省军区、省博物馆、省财政厅、省会议中心、胜利宾馆等单位收藏。出版有《李忠盛雪域山水画集》等个人专集十册。随中国画名家采风团出访西班牙、葡萄牙、韩国、日本、塞班岛及柬埔寨考察采风写生。是青海国画家在国外举办个人画展第一人。
